I had the same problem a couple of years ago and bought a "software
Bundle" from Discovery (formerly DDS) in Georgia.  It had something
called TT&C Wizard/PS which was troff (plus pic) and a postscript
postprocessor.  I use it every day and it works fine.  The only
problem will be finding someone who still has this stuff for sale.
