If he doesn't something is very wrong--either he's sick or his nestmates or others removed his tail. In my experience a baby lovebird doesn't regrow primaries for at least 6 mo--at least that is true for my baby I clipped--so I would guess he's not likely to show a tail for a long time. Sorry I can't be more encouraging! PS-- Risa Teitler writes that a lovebird older than @6 weeks is unlikely to tame down, for what that's worth to you.
