I'm not a e.e., but from the course in college (a few years, now) I remember something like this (12 to 9 volts) is just a resistor, a zener diode, and an NPN transistor. I figure someone should have done this already with real parts. So if you'd like to share a schematic with me, I'd be very grateful.
