National used to make one -- MM5230??? I don't recall, but a CRTC IC is generally a more useful way to do this. A 6545 can be programmed to generate pretty much standard NTSC video, interlaced and all. It also generates all the memory scanning info you should need at the same time. I haven't kept up lately, but suspect there are a lot of CRTC chips that could do similarly
