If you mean a chip which will produce syncs and blanking at the NTSC rates, just about any of the video timing ICs intended for computer displays (such as the venerable 6845), with the proper clock and programming, will do it. If you're asking how to combine the syncs with the video, try an NTSC modulator chip such as the MC1377 from Motorola. (Or if you're going to be doing the conversion from digital video info to the analog version anyway, just about any video DAC includes sync and blanking inputs. Try Brooktree or Analog Devices.)
