You have to type it exactly how it looks. To issue the cd you mention...

cd pd1:<msdos.bbslist>

By the way Simtel is one of the slowest places in the world to get files from
and even though they have a great library it would be worth your while to
make sure that what you are looking for isn't available anywhere else before
trying to get it from Sim20.
