According to TFM, a flashing PEP light indicates that a retrain operation (AT&R) is in progress, i.e. the two modems are re-negotiating protocols, spoofing support, etc. If you're not doing anything specifically to cause this, then the remote modem is..... sounds like time for a chitchat with the (hopefully) warm body on the other end of the phone line to compare settings and figure out just what is going on.
