Our switch (a #1ESS) allows you to get your number by dialing 200-555-1212. When I'm at my father's house (a different switch), this does not work. All I get is a fast busy. The same thing at my grandmothers house (a third switch). My theory: 1> It depends on the model of the switch or version of the software that its running or 2> It is a feature that can be enabled/disabled by the telco.
