The best way is to discuss your issue with any TC member.  Our names are
published at the front of BASIS.  If you then wish to submit a proposal or
comment, you'll be well prepared to do it effectively.

I doubt it would be any different.  I also wonder how many people would read a
transcript of even one 40 hour meeting, even if someone were masochistic
enough to transcribe it?  Instead, we're trying to write rationales for most
controversial items.
