In twelve years in the biz I haven't observed a second system effect.

CM Hoare though is a believer.  See his Turing award lecture, 
printed in CACM 1981 or thereabouts, in which he relates the tale of his
second system, recalls the development of the Algol standard, and 
castigates Ada(Tm).
