As soon as he climbed it, start the vertical dig, and after he's halfway done (othe Lemmings can now get up the step), start the horizontal dig. Now he will dig to point C, until which many Lemmings can climb.. By the time the digging Lemming got past C, there shouldn't ne more than maybe 4 or 5 Lemmings left, which you can let climb at point B... That's it!
