I think no credit cards is a function of U0fW since San Jose State will
and does let you use any form of payment for a NeXT.  They also will
let you order withoout a deposit if the orders don't have an exact or
close to reasonable arrival date.

I ordered my '040 upgrade with no deposit and when it arrives I can pay by
VISA, MC, personal check, etc., etc.
