Thanks to all those that have responded to my problem.  
No, none of the suggestions so far have worked...
however, just for kicks, I installed a local copy of
Windows (not through setup /n) and voila!  It works.
Damn.  It's not supposed to work!  :-)

Well... that means something is wrong with my setup.
I'll delete it all and try again. (again)
