If you're referring to the file in pub/pc/win3/uploads dated 21 February
don't you mean 'psd34a.zip'? (note the transposition)

According to the herald line in the file it is PSCRIPT.DRV release 3.4a.
Is there somewhere a spec sheet showing what has been changed at this
release?
