Does anyone know where I can get info on the Windows DDI specification?

I am interested in using Borlands C++ with the windows stuff included
to create an environment where Paradox,  (new release for windows) will
work in concert with a C++ coded communications program for a new kind
of "distrubuted" data base application.

Any help will be greatly appreciated.
