Does anyone know where to  get the Microsoft application note,
"Preparing Windows Applications for International Use" ?  It's mentioned
in the SDK's TIPS.TXT file as available from the Microsoft Info Center
at 1-800-428-9400.  That number is apparently out of service nowdays.
