Depending on what you're looking for, mterm might do. Its X3.64-with-DEC-additions mode was written to a VT330 manual. It does most of what VTxxxs do; the most notable exception is REGIS graphics. It does do keypad handling (including application keypad mode) if you have your keypad xmodmapped correctly, double height/width, and most of the attribute bits (strikethrough and fast-blink are the only ones not yet implemented).
