	Recently Grant Delaney uploaded a system patch with the following
description:

	I don't know about everyone else out there, but before I apply
patches to MY system I like to know what I'm patching and preferably
how it patches it. I am not aware any bugs in the resource manager.
Therefore, could somebody out there describe what exactly the problem
is and what this patch does?
