Correct me, I have not seen a Multifinder compatible program that just sit in the background. All the program that I have seen (word processor, etc.) do actually run in the background including some compression utilities, databases etc. I do know about 3 years ago there was a program called mac switcher which actually suspends a program and sends it to the background. One thing about MS Windows that really irritates me is its speed. I actually notice a much slower responds from a 20MHz 386 machine running MS Windows than from the Mac SE. Otherwise, MS Windows is ok.
