Did you know that Apple already sells MacOS as a *seperate* product?
In Germany it is about $475. (excluding Hypercard which is $75).
But it comes bundled to any mac together with a licence agreement 
which states:

Apple permits the right for use for all bundled software *including* all
updates. (translated from German)

So wait and see...
