The SAS institute has a couple of notes that hand out about doing this. Aparently you should be able to use expanded memory under windows 3.0 enhanced mode too (ie. through pif file, allocate LIM expanded memory for SAS, and have SAS make use of this) - Both SAS and M/Soft say this should work (with the "-ems all" option in your config.sas file) but I can't seem to get SAS to use EMS.
