I did  not mean to give the impression that California was the only
state providing a relay service for HIs and SIs.  It is just that
California has made great strides in the California Relay Services
experiments with Text-to-speech and with its installation of voice
over and hearing over technology. This allows HI users to talk to
their callers and SI users to hear their callers.
