I'm trying to reach someone in Colombia, South America.

They've just been connected to E-mail and have sent me a
letter containing the following passage:

"The network is DELPHI (part of International Telematics INC.
in MIami). They provide the electronic mail service for
COLDAPAC which is our local network."
 
I guess the first thing to do would be to contact DELPHI, so
could anyone tell me how this is done, please? Any help at all
would be greatly appreciated.
