It is ftp'able from a large number of ftp sites. The machine export.lcs.mit.edu (18.30.0.238) has it in the directory /contrib/pbmplus.tar.Z. (Posted instead of mailed because other people may be interested in this.) BTW, "export.lcs.mit.edu" used to be "expo.lcs.mit.edu".
