Buy a QIC-SCSI drive, say from DEC.
Buy DECshell from DEC; check recent DECUS library tapes for the various TARs.
read/write directly.   I have been working to port PAX to VMS periodically but
not very successfully so you are likely better off with tar or dd/blocked card 
images
