You neglect to mention that an {MS,PC}Dos programmer != windows programmer. Dos programmers are rather used to assuming they have the entire machine to much around with. Only with the advent of Windows does a programmer have to be concerned with sharing system resources via requests instead of simply taking a port or chunk of memory directly.
