When you buy the upgrade, you are buying manuals, disks, registration, etc. Or, you can take in your old system disks (to show proof of ownership) and some blank disks and walk away with a free copy of the System release disks. I'd imagine that the same will be true for System 7.0. Though, I believe there will be enough significant changes and additions to the operating system that many people will opt to buy the upgrade so they have manuals.
