rightly or wrongly, the `figure' environment does *not* set the
caption or figure number; thats done by \caption. so
 \begin{figure}
 \begin{tabular}{ll}
  piccy1 & piccy2 \\
 \caption{foo } & \caption{bar}\\
 \end{tabular}
 \end{figure}

(or the like) will do what you want, I suspect. You may have to fiddle
with \caption, it may contain a \centerline
