I couldn't find this in the FAQ, so here goes,

I need something to convert either TeX or DVI to
DCA or Navy DIF formats.  Why?  Because I need
to be able to import a TeX document into Alis (an
office automation program from Applix -- Ugh!).

Alis only accepts Navy DIF or DCA formats.

Any hints, suggestions, FTP sites would be appreciated.
