Regarding AIX3.1 pl3003 running on a Risc-System 6000/530

Since I upgraded to pl3003 our console has been
deluged with messages that read:

       Cannot register service: RPC: Timed out
       Unable to register (SM_PROG, SM_VERS, udp)
       Unable to register (NLM_PROG, NLM_VERS, tcp)

Can anyone provide any clues what's happening?  I've looked through info 
explorer and haven't found much to help.
