There was a copy of it going around here about 2 years ago, but it seems to have vanished now. I thought it might have been distributed with Emacs, but I looked and it wasn't. The "command" description was something like this: flog - make processes go faster It had various flags, e.g. -N for no mercy etc. I would really love to get a copy of it.
