I just received Qemm 5.11, installed it in place of the previous version,
modified my CONFIG.SYS to refer to QEMM386.SYS in stead of QEMM.SYS and
rebooted my PC.

It works. And Windows 3.0 works.

I run a Tulip 386SX machine (Phoenix ROM BIOS PLUS Version 1.10 00) with
3 Mb RAM, an IBM Token Ring Adapter and 3+Open network software (enhanced
workstation). 
I have 517 Kb conventional memory available, and there's still 33Kb available
for programs to be loaded high.

I don't think Qemm 5.11 is overrated. 
It gives me about 100 Kb extra DOS memory.
