This is not a bug of WMs, just missing features. Gwm (on expo, contrib/gwm) will allow you to customize it to design whatever WM policy you have in mind. Just like Emacs, it has a built-in lisp interpreter. For instance, in the default set-up, iconifying an icon will iconify the group, unless the application is in a certain list of applications (Epoch for me).
