We are currently only connected to the rest of the world by Email, with ftp coming soonish. There are several sites (e.g. uunet) that maintain caches of comp.sources.x and the contrib directory from expo.lcs.mit.edu, and make them available via UUCP, either anonymously or to their clients. That way you would pay fairly for the cost of the file transfer, rather than depending upon the people along your mail path.
