Everyone will have the formatting information (UTSL :-). or will this lock all X users into using Bitstream as their font vendor? No. The Consortium isn't standardizing an outline format; Bitstream is donating the Speedo code and some sample fonts so that everyone in the X community will have at least one commercial-quality outline rasterizer and source of font art work.
