What's the difference between a cable TV decoder and a descrambler.

I'm interested in building one just to see if they actually work.  Also
I have seen in electronics magazines ads for these devices that are
actual brand names like:  Scientific Atlanta, Pioneer, and others.

How much better is one brand from the other.

If someone knows of any article(s) that I can FTP let me know.  If this
