No. In fact, there is an established US position that the CCITT _should not_ attempt to standardize the actual line signalling, because of the huge number of existing proprietary solutions and the impossibility of reaching a consensus. But this position is based on the various types of modulation-based signalling schemes, such as those used with leased-line modems; I believe there's still hope for being able to standardize dial network management of V.42 modems, since we've already reserved one of the LAPM address field values for network management purposes.
