I think the 27 cent rate applies to bar-coded mail in minimum mailings of 250 pieces, metered, and delivered to the post office. There is a better rate (used to be .21, now I think it's .23) for bar-coded mail that is also pre-sorted by zip codes, and delivered to the post office in lots of 500. For those of us who mail one or two, or even a dozen envelopes at a time, it's hard to mail for less than .29 for the first ounce. On the other hand, use FAX!
