Not the least of these is the very evident consideration sought by the telcos in the form of what they like to call the infamous -- and euphemistic -- "level playing field"(i.e., in *their* terms). Yes; there *might* eventually be some gain for residential and smaller business users by way of sometime trickle-down; but for now, the nice ring to so-called local competion, at least in an ONA framework, is indeed that of the cash register.
