The second (and latest) edition of Bill Hetzel's book "The Complete Guide to Software Testing" uses STEP as an example testing methodology and looks at it in some detail. Important upshot: STEP is a proven methodology that works in practice. Anyway, that's is chapter 3 of the book. I'm sure more STEP references are given at the end of the chapter.
