I encountered the same problem with my Micropolis 1375 - the guys at BMS were very helpful in diagnosing the problem, a new PROM from Micropolis (no charge) solved the problem. Seems that Macs exhibit the same characteristic, but if I understood properly it could be easily solved if TOS were to do a SCSI reset prior to attempted booting. Perhaps a floppy boot sector program could be written to do this?
