I am an Undergraduate Student at the University of Warwick in England and
as part of my degree in Computer Science I have to spend most of my third year
working on a single project.

Does anyone know of an (inexpensive) speech synthesiser for the IBM PC,
preferably implemented in hardware. The device must be programmable in C.

Alternatively, if anyone knows how I could build one and interface it to
the PC I would be interested in hearing from them.
