It is on sumex-aim.stanford.edu.  The reason people have problems finding it is because it isn't called mmiit in the archive.  It is in:

info-mac/init/memory-manager-fix.hqx

P.S.  Since installing it on my IIsi I feel like I have a new machine for some of my applications.  Presumably these are the applications which were most affected by the memory manager bug.
