I haven't done all of this myself, but: if your figures are in postscript, use of psfig/ditroff, a ditroff-to-postscript backend (psdit, tpscript, and shortly my psroff) and a postscript previewer such as Pageview (Sun) or Display Postscript (NeXT and IBM RS/6000 and there's also a DEC product) should work well.
