This is entirely up to the window manager.  If your colormap is getting
installed at any point, you clearly have things set up correctly.  Just
when the colormap is installed is a question for your window manager's
colormap focus policy.

I don't know how configurable twm's colormap focus policy is.  All I
can say is that that's definitely the right place to look.
