Try a switching regulator. National's new line includes one that does step-ups. You can also fairly easily build your own, using more parts. One difficulty is if the 12 volts gets too close to 15 (as in _above_ 15), in the typical step-up switcher you end up with problems because the input ends up unattenuated at the output...but there are other topologies that work.
