Recently there have been several inquiries about how to upload files
to SIMTEL20.  The procedure is to send email to my SIMTEL20 address,
telling what files you are proposing to upload so I can check to make
sure we don't already have them.

I will reply with instructions on how to use a special FTP account
provided for uploading, or if you don't have FTP access, a special
email address for file submissions will be provided.
