For example, I have 40 potential users of Microsoft Project for Windows, but I know there will only be 2 or 3 users at any given time using the product(there are never more than 2 or 3 managers here at a time, so I know this is the case). So do I get 40 copies of Project, or do I get 2 or 3 copies and run it through some metering software(I believe Sabre has something to do this).
