THere is FM, frequency modulation, which can be used at any frequency. There is the FM band, from 88 to 108 MHz, which is what almost everyone calls FM. The modulation method came before the band. Someone did each first. Sorry if this is obvious, but the distinction was not obvious in the previous note.
