I have seen several COCOTs that do accept 10xxx dialling, but I think that AT&T is mostly still unaware that COCOTs exist and that they blithly ignore the FCC regulations on this in many (most) cases. The real point is for REAL COTs that have MCI or Sprint or some such as default carrier. And, for those, it works! R.
